District Election Campaign Guidelines (Fy 2018-2019)
Towards Progressive and Constructive 2nd
Vice District Governor Election Campaign.
OBJECTIVE
i/. To achieve a Progressive, Constructive, and Democratic Election.
ii/. To minimize money politics.
iii/. To promote Healthy Leadership
Development.
iv/. To enlarge the pool of candidates.
v/. To provide a level playing field in the campaign.
vi/. To Elevate the District’s Lions image.
CAMPAIGNING GUIDELINES
The candidates who are seeking election to
the office of the 2nd Vice District Governor shall observe the
following guidelines which have been approved by the District Cabinet.
1. Common Campaign Lunch/Dinner [CL/D]
- Campaign
Lunch/Dinner will be held at a common
venue in the following areas, and any additional CL/D in other areas shall be mutually agreed upon by all candidates.
- Region
1, Penang Island (28 clubs, 936 members)
- Region
2, Butterworth or Alor Star (19 clubs, 555 members)
- Region
3, Ipoh (15 clubs, 465 members)
- Region
4, Kampar (14 clubs, 569 members)
- Region
5, Petaling Jaya (25 clubs, 743 members)
Note: As of 30th Nov 2018, there were 102 clubs
with 3268 members)
Region Chairpersons and Zone Chairpersons who are not in the candidates’ home clubs shall be appointed by the District Election Committee Chairperson [DECC] to organize these functions for all candidates. The said Region Chairpersons and Zone Chairpersons shall not be involved in any candidate's campaigning.
- The
number of attendees from each club should be confined to the total number of voting delegates and
alternate voting delegates plus one. Additional invitees to the
CL/D shall be mutually agreed upon by the candidates. PPOAs can
attend any campaign function with early notice to the organizers or
DECC.
All CL/D should be arranged at a reasonable cost and approved by DECC. The suitable venue is to be identified by the DECC. The costs shall be shared equally among the participating candidates, including latecomers, if any. However, each candidate shall bear his/her campaign team’s cost concerning the CL/D.
- In
the CL/D, each candidate and his/her introducer shall be given 15 minutes to present their campaigning speeches. And followed by a 45
minutes Q&A session.
- In
the Q&A session, each candidate takes turns to answer questions.
Question to each candidate to be submitted and selected by drawing lots.
With participating candidates’ consensus, oral questions would be taken
directly from the floor.
- A
Master of Ceremony [MC] or a Moderator appointed by DECC, would moderate
the Q&A session.
- On
candidates’ consensus, a separate function may be held for PPOA and their
spouses at a place agreed upon by the said candidates.
- Beer,
wine or liquor, if any, could only be served after the meeting adjournment.
2.
Campaign Promotional Materials.
- A
maximum of four buntings with a maximum size of 3 feet wide and 8 feet high
may be used wherever permissible.
- Campaign
button badges of 2.5 inches in diameter may be distributed to Lion members.
- Campaign
T-shirts may only be worn by campaign team members and candidate’s home
club members.
- Maximum
poster size is 18 inches by 24 inches.
- Campaign
flyer/brochure shall not be bigger than A3 size.

Campaign Team
- At
any campaign function, the campaign team of a candidate shall comprise of
clubs members and a maximum of 15 members from other clubs.
- Candidates
are encouraged to exclude PPOA, Cabinet Secretary, Cabinet Treasurer,
Region Chairperson, and Zone Chairperson in their campaign team unless they
are from his/her home club.
4.
Others
- Candidates,
campaign teams and their home clubs shall not:-
i. Sponsor functions, events including projects, giving free gifts (door gifts or souvenir gifts hotel registration fees or convention registration fees) or giving favour in whatsoever forms concerning the support of the candidates.
ii. Accept the invitation to give a speech or publicity that could reasonably be construed as promoting the candidate.
iii.
To take up advertisement
space in the Club magazine or souvenir program give donations to the Club project
or purchase dinner tables during the material period.
- Candidates
are to ensure that members of their respective campaign teams and
supporters properly conduct themselves and not tarnish the
image of Lionism.
The candidates and the respective campaign team shall always observe the Lions Code – Careful with Criticism, Liberal with Praise; To Build Up and Not to Destroy.
